News Release: Annual Inspection 'Nightmare' or Compliant Upgrade? Decoding the Modified Vehicle Filing Process and Pitfall Avoidance Guide

Time : 2025-12-01 Hits : 310

With the evolution of car culture, an increasing number of vehicle owners are seeking to express their individuality through personalized modifications. However, for many owners of modified vehicles, each annual inspection can become a "nightmare" requiring them to "restore" their cars to stock condition. As the regulatory framework becomes more refined and detailed, the path to "legal modification" is gradually becoming clearer. This article provides an in-depth interpretation of the latest policies regarding legal modification filing under the Ministry of Public Security's "Provisions on the Registration of Motor Vehicles" (MPS Order No. 164), clarifies the scope and boundaries of compliant upgrades, and offers a clear filing process along with a practical guide to avoiding common pitfalls.

 1

I. Regulatory Relaxation: Which Modifications Can Be Legally Filed?

According to the new regulations implemented in 2022, several common modification projects have been explicitly included in the scope of allowable registration changes. After completing the modifications, owners must apply for a change of registration at the vehicle management office in the vehicle's registration location within the stipulated timeframe. The vehicle registration certificate will be reissued after passing inspection. The main modifiable items include:

Change of Body Color: Changing the entire vehicle's color is permitted (including vinyl wraps), provided it is not identical or similar to the colors used by special vehicles such as police cars or fire engines. If the modified area exceeds 30% of the vehicle's surface, filing is required within 10 days after the color change.

Replacement of Same-Size Wheels: Replacing wheels with different styles is allowed, provided the original tire specifications (diameter, width) remain unchanged. (Pitfall Alert: Changing tire size or overall diameter constitutes illegal modification and will fail inspection.)

Installation of Roof Racks: Installation is permitted, but the height must not exceed 30 cm from the roof, and the length must not exceed one-third of the vehicle's length.

Replacement of Grille and Bumpers: Replacing the grille with a different style and changing front/rear bumpers are allowed, provided the vehicle's length and width are not altered, the bumpers do not protrude from the body, and safety is not compromised. (Pitfall Alert: Installing sharp protruding components or altering the original safety structure is prohibited.)

Installation of Side Steps/Running Boards: Installation is permitted, but they must not extend more than 50 mm beyond the side of the vehicle body.

II. Filing Process and Core Pitfall Avoidance Guide

After completing the compliant modifications mentioned above, owners must follow this process for legalization:

Core Process:

Prepare in Advance: Bring the owner's ID card, vehicle license, and motor vehicle registration certificate ("green book").

On-site Vehicle Inspection: Drive the vehicle to the inspection area of the vehicle management office. An officer will conduct an on-site inspection of the modifications to confirm compliance.

Submit Application: After passing inspection, fill out the "Application for Motor Vehicle Change Registration/Filing" and submit all documents.

Pay Fee and Receive Certificate: Pay the administrative fee and collect the updated vehicle license, completing the filing.

Four Key Pitfall Avoidance Tips:

Avoid Powertrain "No-Go Zones": Any actions involving changes to engine parameters, intake/exhaust systems (especially removal of the catalytic converter), or flashing non-OEM ECU programs to significantly increase power are illegal. They cannot be filed and will severely impact passing the annual inspection. This is the most common reason for inspection failure.

Exercise Caution with Lighting Modifications: Arbitrarily installing or modifying flashing lights, high-power spotlights, or changing headlight colors (e.g., to red or blue) are clear violations. Upgrading to LED or laser headlights requires ensuring they have compliant lenses, brightness, and color temperature; otherwise, they may fail inspection.

Suspension and Height Restrictions: Lowering the vehicle body (with air suspension or coilovers) or significantly raising the chassis alters factory-set data like ground clearance and constitutes illegal modification. Vehicle height is measured during inspection.

Safety Bottom Line for Interior Modifications: While interior modifications offer more flexibility, it is prohibited to remove or relocate seats or alter the interior layout (e.g., converting a sedan into a "camper van"). All modifications must not interfere with the proper deployment of airbags or driver visibility.

For true car enthusiasts, compliance is not just an obligation but the cornerstone for a healthy and sustainable car culture. The new regulations have opened up legal space for personal expression. The key to transforming the "annual inspection nightmare" into a "compliant upgrade" lies in fully understanding the legal boundaries and proactively fulfilling filing obligations. Before starting any modification project, doing the "legal homework" first ensures that every creative idea and passion-driven project remains firmly on the right side of the law.
